The Electricity Land Rights Association (ELRA) was formerly known as the Land Compensation Agent Group and was operating since 2018 under the LCAG name.
In spring 2026, the organisation relaunched as the Electricity Land Rights Association with a mission to uphold, support and promote the rights of UK landowners whose property hosts, or is impacted by, electricity infrastructure.
ELRA aims to ensure that the policy and conduct of the licenced electricity transmission and distribution companies – the owners of the UK’s electricity infrastructure – all the time respects the rights and interests of their landowner stakeholders, and that government and regulators recognise and promote private land rights when setting policy and making regulations.
We do this through dialogue and engagement with the electricity licence holders directly, and by lobbying and engaging with government (DESNZ) and the regulators responsible for overseeing electricity licence holder conduct (Ofgem and CMA).
ELRA also works alongside other landowner groups and relevant professional bodies on matters affecting landowner rights and interests in the world of electricity related compulsory purchase and land compensation.
Who we are
ELRA’s core members are three RICS regulated land agents who act on behalf of large numbers of UK landowners whose property hosts, or is impacted by, electricity infrastructure.
ELRA also welcomes for associate membership any other organisation whose work involves representing or supporting landowners in electricity land compensation and compulsory purchase work.

Current work
ELRA is currently involved in several projects
- Land rights and consents for electricity network infrastructure: DESNZ call for evidence (Sept 2022) ELRA (then the LCAG) engaged closely with DESNZ prior to the publication of the call for evidence and responded on behalf of its members in Sept 2022.
- The Land Access and Consents Working Group ELRA sits on this DESNZ working group alongside the DNOs, TNOs, CAAV, CLA and NFU. The working group is tasked with assisting government in identifying and designing reforms to the system of land rights and consenting which will help accelerate the delivery of the electricity network build and reinforcement project which will be necessary to deliver Clean Power 2030 and Net Zero 2050. As the government continues to consider reforms to the system, ELRA continues to provide the landowner perspective and to champion respect for private land rights on the working group.
- Electricity Network Infrastructure: consents, land access and rights DESNZ consultation (July 2025) ELRA (then the LCAG) responded to this consultation on proposed reforms to the system of land rights and consents for electricity network infrastructure in September 2025. Prior to the publication of the consultation, and alongside the CAAV and NFU, the LCAG engaged closely to help DESNZ determine the scope of the consultation.
- Rights over land for electricity infrastructure Code of Practice In May 2025, CAAV, RICS and ENA published this voluntary code of best practice for electricity licence holders and professionals performing electricity land access and land rights work. ELRA sits on the working group responsible for the drafting, review and publication of the document.
- Alternative Dispute Resolution Taskforce Established under the Electricity Transmission (Compensation) Act 2023, the Alternative Dispute Resolution Taskforce was tasked with producing proposals for the use of ADR Processes in disputes about the compensation payable to the landowner in electricity related land acquisition and land access cases. ELRA sits on the Taskforce and contributed to its final report (published February 2025). As at February 2026, we await information from government as to how it intends to take the Taskforce’s recommendations forward.
